Could be a corporate look too. All depends on the corporation. The Vatican, for instance, favours floor length robes and strings of beads, don't they?

Dunno. Well, actually, I think it has something to do with sexual arrousal. It is called cross dressing because it increases the state of sexual arrousal, I think?
Not sure if I have heard of a woman who gets a heightened sense of sexual arrousal by dressing in a suit?
(The definition of cross dressing doesn't state this, but perhaps it is implied?)
The sexual aspect is assumed even if it isn't there, I think.
And, I'm here to tell ya, wearing a nicely tailored 3-piece suit, with the gold cufflinks and tie pin, is sexy as hell! It makes me feel ultra-masculine and empowered, which can be very erotic if you are into that, in much the same way that a slinky evening gown makes one feel ultra-feminine and glamorous.
Part of it has to do with taking on the appearance of a sexual ideal, and therefore acquiring the iconic attributes of that ideal. That's why it is considered a fetish.
But there is a non-sexual reason for cross-dressing: taking on the appearance of a gender more comfortable to you than the one you were born with. Not so flashy. More concerned with realism than eroticism.
Some people cross-dress for both reasons, some do it for one but not the other.
